1. COORDINATOR: Conselleria Educación, Investigación, Cultura y Deporte

Conselleria de Educación, Investigación, Cultura y Deporte is s the educational administration at regional level in Spain, responsible for educational policies, formal training, universities and science of Valencia Region and also promoting cultural heritage, language policy and sport. This body sets the rules and directly manages regional economic and human resources of more than 2,000 schools and 70,000 teachers in educational stages: nursery, primary, secondary, and artistic education, High Education-VET, VET, and special needs teachings. It is undertaking between the strategies promoting academic freedom and management centers, always from an inclusive point of view; seeks academic success of all students through the participation of families, internationalization, the introduction of new active methodologies in the classroom as well as the implementation of educational activities for success. In particular, Conselleria through a high qualified team spread among 9 CEFIRES (Centro de Formación, Innovación y Recursos del Profesorado) directly advise the training needs of schools adopting a cascade model of training and needs assessment: this new model of care centers and teachers meets the needs, quickly disseminate reference practices and introduce educational activities for success in the classroom. During 2013/2014 more than 80 centers and 4,000 teachers were simultaneously updated in methodologies on key skills through training cascade figures that will be doubled in the next school year.

The Conselleria is integrated in different departments, in coordination , design and manage the specific actions within each of the strategies:

  • New teaching- learning as a tool for achieving academic and professional success. Promote educational and methodological innovation and share good practice between schools.
  • Multilingual training. Compulsory education should incorporate multilingual training so as to enable a minimum level of competence equivalent to B2.
  • Incorporation and increased presence of information technology and communication (ICT) in the teaching / learning activities.
  • Inclusive School: coexistence, attention to diversity and mentoring. Providing models of inclusive education, equality, equity and answers to the diversity of students , intercultural education and education in values.
  • European dimension of education: the need to strengthen in young people a sense of European identity and understanding of the value of European citizenship, based on which the principles of democracy are based, social justice and respect.
  • Promoting academic independence and management in schools.

Local partnership

  • FAGA is the Regional Federation of Roma Associations Valencia. Founded in Alicante in 1989 brings together most of the Roma associations at regional level: 33 associations. The goal of FAGA is to contribute to the integral promotion of Roma, with the main objective of improving the socio-training and employability of young Roma women and improve the social image of the Roma by means of overcoming negative stereotypes that still affect and limit the collective and individual development and citizens Gypsies of Valencia.
  • Punjab Foundation is a non-profit-making, created in 2002 as a Foundation. The priority of the Punjab Foundation is to structure a serie of social and cultural intervention programmes which could defend the rights of the Roma community members and other different cultural groups. These programmes are intended to promote the knowledge and the recognition of the Roma culture and language.
  • MARANATHA was established in 1995 with the aim of eliminating truancy, the promotion of women and participation in the policy development environment. The European Commission elected Maranatha in 2011 to participate in a seminar addressed to incorporating new countries "for being a European example of good practice in their commitment to the integration of the Roma community."
  • Secretariat Gitano is an intercultural social nonprofit organization that provides services for the development of the Roma community in Spain. Its mission is the integral promotion of the Roma community respect and support for their cultural identity.
  • ROMI
  • Colegio Fundación Nazaret develops Compensation Project in Primary and Secondary Education, to serve children with special educational needs and at risk of exclusion social.La majority of the school population attending school comes from the most deprived areas of Alicante.
  • CEIP Sant Agustí has most Roma students, mixed with non-Roma, Muslims, students from Eastern Europe. We are currently in a process of transformation in Community Learning and beginning to implement some of the Performing Educational Success.
  • Colegio Santiago Apóstol is developing a project of Center for Educational Action Singular (CAES) since most of the students are in a situation of social disadvantage and belongs mostly to a minority cultur

2. Municipality of Tundha

Tundzha municipality by incorporating 44 settlements entirely countryside and its administrative center is located in the district town of Yambol, which is an independent city - municipality. The Education Sector of the Municipality is in charge with the planning and coordination of all kinds of educational and training activities in pre-school, primary, secondaryin the city. Our institution gives in service training services to teachers to develop themselves in their fields. It holds seminars and courses under the name of public education to people living in disadvantaged area in order to help them to develop themselves and to find jobs. The institution will share knowledge and experiences about the project subject and will manage the whole project. The availability of compact Roma communities in which live many young families and many children are grown determines special emphasis in municipal education policy, namely socialization, integration and prevention of early school leaving children at risk with a focus on Roma. Municipality educational infrastructure includes 10 schools, including 8 major central schools and two primary schools, which educate about 1,200 students. In kindergartens children are grown 600 children. Together with the schools we provide free lunch meal and ubiquitous dayly organization of the educational process. We generated a series of projects with educational, social integration and orientation. For these efforts at the end of 2012 the municipality was awarded by the European Commission and The Institute "Open Society" with a special prize.

St. St Kiril and Metodii school – Veselinovo village, develops programs in which many students are involved and, in this way they are encouraged to attend school and have a good education. We also encourage students to be volunteers in local programs in which older students help their younger schoolmates to learn.

Youth – European future of Veselinovo, is an incubator of projects, where youth’s ideas are put together and supported through the process of becoming reality. Within the process, the groups of young students are supervised and lead to achievement of the results by creating partnerships, identifing different resources, facing project difficulties and developing creative solutions. In adition, are developed also the presentation, team work and negociation skills. Volunteers will be involved in the project, using skills acquired in training and being close in age and interests of students in the target group will be able to establish a bridge between the needs of children and parents' ability to meet their needs.

Future for Drazhevo is a nonprofit organization. It assist the implementation of democratic reforms in education, implement new mechanisms, compile proposals deals with cultural themes. The organization has a team of specialists with skills in the field of social work, psychology, computer science, health, law, art and volunteering.

3. Alba County School Inspectorate

Alba County School Inspectorate is a Romanian government department (body) that operates under the Ministry of National Education.It has two types of assignments, one of them is to conduct regular supervisory and the other one is to conduct quality.The body has the opportunity to decide on complaint, order or injunction with a penalty to get schools boards to implement necessary measures. Several other missions such as auditing of grants for schools and reviews of exam results is also conducted by the inspectorate. All schools must be inspected by the school inspectorate on a regular basis.The purpose of inspections is to ensure that high standards are maintened and that there is continuing development of the educational system.The inspectorate works to achieve these objectives.

In general terms, the Inspectorate evaluates and reports on the quality of education provision and is involved in:

  • Inspecting and evaluating the education system
  • Giving advice to those working in the education system
  • Contributing to education policy development.

So the main functions of Alba County School Inspectorate is:

  • To monitor organization and operation of the pre-university education network and to inspect schools
  • To set up public education units
  • To ensure that schools are adequately staffed with teachers
  • To organize and guide the teaching staff further training
  • The structure of the county school inspectorate is decided by the government upon the Minister of Education’s proposal
  • The General School Inspector and the Deputy School Inspectors are appointed by an order of the Minister of Education
  • School Inspectors are appointed by the General School Inspector

In addition to evaluative work, inspectors provide advice and support to schools, boards of management, teachers and others in the education system. They are also involved in the planning and co-ordination of evaluations and in linkages to relevant international bodies.

Liceul Tehnologic Sebes-Technological High School is a high-school from Sebes, Alba County, Romania. It was founded in 1995, first with a small number of classes and students. It went through several changes and it developed to what it is nowdays. Our teaching areas are various-Economics, Tourism and Alimentation, Mechanics, Textiles, Wood Manufacture, Food Industry and Industrial Chemistry. Our students age ranges from three to twenty years old, as we have kindergarten, primary, secondary school and night school. Our technical students have their practice according to their domain they study, in special labs, woork-shops but also in companies. Also, we have classes with special needs in education and minorities students, especially Roma students. During the time, our students took part at competitions and school contests where they got awards. Our school has an important role in preparing them for their future life, assuring them a steady but sure beginning in labour market. All of our teachers are fully qualified and experienced to the domains they teach and took part at various national and European training programms. We are interested in offering our students opportunities and knowledge they will be able to enhance later on their career but also in life. Școala Gimnazială ”Ion a Agârbiceanu” Alba Iulia is a lower secondary one, having 642 students, aged between 6-15. There are 2 shifts in our school: the morning and the afternoon one(between 8 AM-5 PM). Most of our students belong to low and average income families. Some of their parents work in EU, in order to help their families. Our school is involved in different activities at local, national and international level.

Palatul Copiilor Alba Iulia is a public institution, directly subordinated to Alba School Inspectorate, managing the extracurricular education. Therefore it develops a dynamic partnership with the Municipality and the County Council, and of course with other local, national, European institutions and associations from the educational field. Established as a center of excellence by organizing high-class events and activities both nationally and internationally, the Children's Palace is open to children and young people in school education.

ASOCIATIA GRUPUL PENTRU INITIATIVE, STUDII SI ANALIZE SOCIALE SEBES(GISAS) is an independent , nongovernmental, nonpolitical organization and its goal is social and European integration society by identifying the needs of society , equal opportunities , tolerance, alternative education , intercultural education. The objectives of the Association are to promote educational alternatives in order to improve knowledge among young people in entrepreneurship; promotes equality and tolerance; support , motivation and promotion of pupils with very good results; reviving traditions and local history; promoting social integration and European policies; creating a partnership between civil society and local authorities.

4. Siderno Municipality

Siderno Municipality is an institutional body looking at local and European policies that through the European Office, an important operational tool, provides assistance to all sectors for the implementation of local and community development projects promoting the crossing between territory demands and opportunities at local, national and European level. The Municipality, as a local public authority, deals with the social, economic and productive development and deals with people’ development taking care to implement learning and training courses which that could guide the individual during his lifetime satisfying his needs and his requirements and trying to give young people the right job opportunities and improvement at a professional level in an area where there are considerable difficulties in obtaining employment, making the young aware of matters of European interest and helping them to take part in the many initiatives offered by the European Union.

Siderno Municipality, with the presence of a structured staff, it's in charge with the planning and coordination of all kinds of educational and training activities in public schools and it carries out the planning and delivery of services closely linked to education. Its activities are linked to:

  • The management and running of Schools
  • The planning of services in the education system
  • Monitoring school's flows and early school leaving
  • Coordinate meetings and events in terms of orientation and training choices

In particular it deals with: define the educational offer of the public schools, in connection with the choices of users and with the prospects of economic development, cultural and social development of the territory.

Define the plane of the sizing of the public schools, with the aim of ensuring their full functionality, even in relation to the maintenance of a balance between demand for education and organization of training

To the above mentioned activities we have to add interventions to support students in their educational path (transport support for students with disabilities, provision of scholarships) and offers to students about opportunities to obtain information and support in the delicate choices that characterize their future education and career.

Siderno municipality participates in many international projects, all the activities are targeted towards promotion of a European reality with active participation together with other European institutions

5. Konak District Governosship

Konak District Governorship is one of the 30 districts of Izmir. The Governorship of Konak is situated in the centre of Izmir, opposite to the square known by the same name. Konak District Governorship is a big structure that coordinates all activities in Konak/Izmir, the first biggest district in Izmir with 781,363 population. The Governorship coordinates all activities in Konak such as education, health, security, crisis management, environment, public works, culture, tourism, etc. Konak district is the largest in terms of population and its core urban zone occupies a central position, geographically, administratively, economically and historically, within İzmir. For both the metropolitan area and Izmir province in general, Konak represents the administrative nerve centre, with the governorship, the offices of Izmir Metropolitan Municipality, the commercial areas, and other important administrative and private headquarters being situated within the boundaries of Konak.

There are 207 schools (Primary, Secondary, High school) in Konak District, under the supervision of Konak District Governorship. Currently 75773 student are registered and 5243 teachers are working on these schools. Governorship is the responsible organization for implementation of Central Government policies and increasing the education quality with new perspectives in Konak District on educational field. Because of the central position of Konak District, population of our district has ethnic diversity and hosting people from disadvantaged group such as roma people. Because the high rate of roma population, ensuring equal education opportunities to roma population is one of priorities of Konak District Governorship.
